此外，commits a crime前的comma应该去掉，且employees和the employee单复数不对应

我认为从语法上来看A.E均可，我们不妨从冠词上来择优，很明显这里用a好于the

B明显错误，if后面的主语肯定是单数，不让within the scope of his or her authority 肯定改成their authorities了。

E不清楚，只是觉得很罗索。
