This is a question on assumption. the premise is that the number of truckloads will be halved. then the ashes generated will be half of that produced previously. the lines of reasoning is from refuse to ashes. B could be eliminated immediately for its concern with cost.

A is not correct, the argument already offer information that the recyclables will be separated from those non-recyclables that will be incinerated. therefore it will be a assumption.

C is not appropriate.  the recyclable refuse have been already separated from non-recyclable. according to the passage, then the truckload are full of the non-recyclables. what is mentioned in C is not supportive to the conclusion.

E is not appropriate, the argument has alread made it a premise that the city services will reduce the number of truckloads to half of last year.

D is correct choice, the quantity of refuse this year is half, and each truckload will not produce more residue. so the amount of total residues will be halved.
