E是说老人们的孩子给老人钱，限度为老人能过上Comfortable life. 不管政府是否给钱，所以政府给钱了，孩子就少给，政府给钱并不能提高老人们的收入。

注意E里面的only enough,也就是说老人的收入由pension+supplement from children组成，而且是only enouth。虽然现在pension增加了，可是根据E，相应的supplement from children会减少，所以经济情况没有变好。（因为这些children都不乖，把老人的总收入控制的only enough的程度上。）
