答案是B，但为什么E不对?这个假设是指购买飞机场附近的人，都知道晚班飞机的影响，所以在购买房子的时候就已经避免了

这道题我也纠结了很久，但回顾原文the airport argument is 居民的抱怨是不合理的，所以话题的讨论在于“居民的抱怨”或者说“有报怨的居民”。
而E选项，覆盖面太广——在P买房的人都要避免去买靠近机场的房子，这个限定太广，这不是上述结论成立的必要前提。也就是说E取非时，the airport's argument仍然可以成立，如：我在P买房，我并不打算远离机场，因为我不抱怨夜班机的噪声。
所以，根本的问题并不取决于人们是否在机场附近住，而是取决于居民无论住在哪里，听到的噪声是大是小，他们要么已经习惯适应这样的声音不再抱怨、要抱怨的适应不了就逐渐搬离。所以B较E范围更精准，它强调了抱怨的适应不了的人越来越少了。
同样你把B取非，即仍住在这里且要抱怨的居民没有减少或越来越多，那么the airport’s argument——the complaint is completely unreasonable.就站不住脚了~所以B是结论成立的必要前提。
