prep 解释：When从句在此句中使用错误，when引起的从句可以作为定语从句或者状语从句。作定语从句时，要求先行词是表示时间的词或词组;作状语从句要求有动作作为合理的修饰对象。when…应该置于that之后。
我的理解是when这里作为一个伴随状语或者说插入语，并不需要特定的修饰哪个名词或者动词。所以B正确。

when作为状语应该修饰一个完整的句子，而B只是相当于一个同位语，无法由状语修饰。正如prep所说，如果when放在that之后，就是修饰一个完整的定语从句，至少语法上正确。

可以这么说，prep 解释没有解释根本，从逻辑意思上讲，划线部分应该为一句整句，只有E选项相对符合。

再说B选项，我可以很负责的跟LZ说这里when引导的不是状语从句，而是定语从句，修饰前面a vantage point，而that引导也是定语从句也是修饰a vantage point。所以B选项实际就把一句阐述与前句有逻辑关系的话变成了一个 from 1765 to 1789 的同位语的名词，严重背离了句子意思，所以错。
