A说是因为大部分希望扩展铁路交通的人将公路交通拥塞的程度说轻了。因此按照原来的计划来执行，就达不到预期的目的了。这个答案我也觉得不是很好。但是其它选项很容易排除。

E说提议的铁路系统扩展将会使那些生活工作都在郊区的人们能乘铁路交通，这个和原文的减轻公路交通的拥塞没关系。

原来的理解是有点问题。

A说大部分提倡扩展铁路交通的人报告说他们将要经历少量的公路交通拥塞当他们的公路通勤作为主要受益的时候。也就是说他们认为铁路系统修好后公路交通会有所改善，因此他们会继续使用公路，从而公路交通拥塞并没有改善。

同意上面的理解。其实原文支持该方案的人多数DRIVE，一定程度上造成了道路的拥挤。该方案本来要吸引这些人的一部分去坐RAIL，但是A说这些人多数认为拥挤会改善，并且作为他们将会经历的BENEFIT，也就是说他们还会去DRIVE，如果不去DRIVE，就不是BENEFIT。从而导致拥挤情况趋势没改观。
