E项的话，只是单单说明了district可以在没有完全垮掉的情况下缩减一些，但是这样的话有可能是因为district有一定的缓冲能力，以至于将来还会REBOUND。我觉得这项对原文结论的成立有可能起到削弱的作用，或者无关，相比较之下，A项更加的能说明问题。
