我选C的理由: tax break的确会使得revenue减少 但是Break之后会恢复啊 那时候就有revenue了啊

对答案A的怀疑: 你在路上设roll就没人去了啊  那你还commercial succeed个啥呢  

我的分析: 政府的问题是入不敷出,那要么提高入,要么减少出
A选项是提高入,我选的C是减少出

这题这么明显楼主一定是题目没读全吧。
政府想要繁荣提高税收,但是又不想花钱修路,那么就修路后收费咯?这跟咱们国家的思想保持一致撒。

这句话的意思是路是政府修?不是商家修?

我没有做过OG13,第一次看见这个题,试着分析用一下~~

文章:
城市计划引进商业发展 在SW地方,以此可以增加城市的税收收入。但是,这样会增加SW地区的佳通拥堵,如果缓解交通拥堵,就必须增加税收的使用(减少税收)
题目要求解决这个problem。

这是一个paradox题目,好的解决方案能使两个方面目的都达到:增加税收收入,且缓解交通拥堵状况。

答案A:对新建的道路系统收费。
这是一个perfect的答案:首先,是缓解了交通拥堵,因为 construction of new roads;其次,toll可以避免或者说弥补因为修路而减少的财政收入,从而使得税收收入不会花费在修路上

C选项不好:给SW地区经济建设者一个征税break,以抵消把他们的征税花费在道路建设上。
这只能加重paradox:因为政府的税收收入并不会因此而增加,甚至可能减少。虽然可能会因此而增加更多的developer到SW地区

Paradox题目的解决方案肯定是有两方面作用的,只解决单方面的问题是不对的
另外,CR题目的答案应该选择最优的,不要结合常识。

(就算结合常识的话,这道题A肯定也是最可行的。不知道LZ有没有学过经济技术合作课程?现在通常的国家基础性项目建设一般都是承包给企业施工,然后允许他们收费以抵消成本,再回收政府提供给公民免费使用,因为公共项目都具有外部性嘛~~这里扯多了,LZ可以忽略括号内的内容)

再次读题后突然冒出一个idea,即:题中的paradox实际上是针对建设完工当年的gain和loss的情况。也就是说商业区建好当年的tax revenue小于了建桥的cost,政府的预算要出现大赤字,问怎么办。楼主提到的C中revenue先减少然后恢复的逻辑是说不通的,因为照此逻辑,建桥的cost一定会被若干年加总的tax revenue弥补掉。
照此思路,最好的增加当年的revenue的办法就是收过路费,因为减少建桥cost的方案没有在选项中出现(比如发包给中国施工方啊!!just kidding)。
