34. The vice president of human resources at Climpson Industries sent the following recommendation to the company's president.

"In an effort to improve our employees' productivity, we should implement electronic monitoring of employees' Internet use from their workstations. Employees who use the Internet from their workstations need to be identified and punished if we are to reduce the number of work hours spent on personal or recreational activities, such as shopping or playing games. By installing software to detect employees' Internet use on company computers, we can prevent employees from wasting time, foster a better work ethic at Climpson, and improve our overall profits."

Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.

In the recommendation, the vice president recommends that Climpson Industries should implement electronic monitoring of employees' Internet use from their workstations. However, considering that the argument is based on some precipitous and unsubstantiated assumptions and the author does not take account of the cost of such policy, I am afraid the recommendation can hardly bear further consideration.

First and foremost, the author believes that Climpson Industries needs to implement electronic monitoring only basing on a precipitous assumption that the employees here using internet on personal or recreational activities for hours. However, there is neither relative survey nor report which can prove the fact. It is possible that such a monitoring system is necessary when employees waste a lot of time on personal affairs (such as internet games or online shopping). But if the actual situation is not so, for example, the employees here have a great professional ethics, implementing monitoring system is just a waste of money, let alone decreasing the profits. Only if by conducting surveys to find out the actual situation can the vice president assure such needs of monitoring system in the company.

Furthermore, even though some employees using internet for personal affairs, it is not a serious problem as the author assumed unless they spend a lot of time, such as several hours, on it. As we know, continuous working for hours will be inefficient and bad to people's eyes and spine. Proper rest not only will not reduce the profits of the company, but also increase the working efficiency of employees and increase profits. In addition, it is good for the employees' healthy. Before reaching a conclusion, the vice president should take such situation into consideration.

Last but not the least; the vice president apparently ignores to take account of the cost of implementing monitoring system, when taking consideration of the profits. Simply, he assumes that the monitoring system will only bring the increase of profits without any side effects. Not to mention the directly cost of implementing and maintaining such a system; what is more, such a monitoring system will inevitably intense the mistrust between employees and their superiors, which might leads a reduction of working efficiency and a worse office environment. These side effects should be taken into consideration when making the recommendation.

To sum up, after pointing out so many obvious flaws and precipitous assumptions in the recommendations, we can say that the argument cannot be relied on. Before reaching a final conclusion, the vice president should make comprehensive investigation to clarify the specific situations of the employees' actual use of internet and weigh the advantages and disadvantages of such policy.
