求问阅读中的一句话～neither～

这是prep阅读里面的一篇文章的一句话，我不是很懂这句话的意思，这个neither应该怎么理解，这句话意思是说在不同类型工作里面比较的那些任务（包括知识、问题解决和问责制）都能量化为美元（就是用钱来表示）。那么这个neither是起什么作用，我一直认为它是否定词，就是两者之中没有一个的意思，所以在想是不是这句话是否定倒装，如果是的话，那么刚才那个句意就要取否咯，这样子又不合文章想表达的东西～求大家分析分析～
