C取非是不是就是，除了天然气，还有其他燃料可以用来取代石油啊。。。。。 但是政府已经说了implemented a program to convert heating systems from oil to natural gas。 那么C的选强如果取非的话，就是削弱原文的前提。不知道理解对不对

这道题肯定是选A的。稍微解释一下：

A -- fule 是指natrual gas 和 oil。如果A取非，燃料总消耗增长量快于燃料总生产量，那么不管是natrual gas 还是oil 都需要进口。

C -- 取非。就说会有另外一种类型的fule可以替代oil,这样就会减少哪个国家的燃料压力。所以只会加强原命题。
