不应该是“两个条件只满足了前一个吧” 是像你说的“违背了第一个”

这是我的总结：
首先要准确的理解题意和每个选项的意思。题目中最后说
“a total blockade of P ports is necessary to an embargo”是说禁运很有必要——但是有说禁运已经实施了么？没有！所以B选项不对。
准确理解之后D就能够选出来了。
