其实C的意思就是在question文章中所说到的a quarter的概念。文章又一个孤立的数字，来推导出一个倾向性的结论，而当中没有任何比较。C就是在问，在一般的五年中，正常的破产率是怎么样的？

不知道这样说你是不是好理解一些了。

如果结论是高于A QUARTER 那么本来没有SAVEALL就有这么高，则有了它也不是太大影响

但如果低于，则有了SAVEALL达到了比正常破产率高的情况，则受到了影响

A：不能有效评价；A可以评价这个建议的可行性，而不能评价论证本身

B：currently do almost all of their shopping at stores in Morganville，仅仅知道现在的情况，缺乏未来的数据，无法断定结果如何

Such information in C is necessary since the question only states the fact about other small town having central shopping district suffer from SaveAll (Note there is NO “healthy” here so it is not fully convincing). So the information in C is needed and not reduplicated with the question.
