Moreover, simply comparing the Maple with Chestnut or Pine without examining the similarities between them is imprudent. If the circumstances (such as population structure or economy or other relative policies) in each county vary considerably, then the comparison is meaningless. Nevertheless, the council can get some clues by studying and analyzing the reasons of the housing prices increasing in those two counties.
To predict if the housing prices can be increased significantly due to the measure, the council needs to collect more information.
