老实说题目不难。我选了E，答案是B。我做时在BE间纠结了。

我对题目中的primarily的理解有偏差。如果理解为main，那很容易定位main，然后答案是B。但我当时还卡在另外一个理解是：primarily还有at first的意思...于是我最终倾向于at first，定在段落第一句，选了E。。。

我只是想说在gmat题里的primarily就是解释为main类-主要地之类的意思么？

这个题目啊~~~  我觉得可以对文章分两部分：  pre1997  和 in 1997。  pre1997,focus on /E/;   in 1997, focus on /to increase the number of minority-owned businesses/, then /B:at the time, Narrowing the ownership gap/, so /B/=/to increase the number of minority-owned businesses/  in 1997  所以，选B，  我的理解哈
