Most schools will take the IELTS also. but you have to check on the schools webpage when you apply. It’s an internal policy thing. There's no reason why your IELTS score would be considered less good than TOEFL. They have equivalents and these equivalents are known. If loans are very important to you, then the logic goes that you need to apply to schools who will fight for you to join them, meaning you need to apply to schools where you have relatively good chances of being accepted. By doing so, you will increase your chances of getting scholarship offers. Applying R1 Is also a very good Idea.
