结论S镇（RA旅馆+其他旅馆）游客人数>H镇（最大旅馆+其他旅馆）住宿人数总和

B选项S镇只有一家RA旅馆，公式变为 S镇（RA旅馆）游客人数>H镇（最大旅馆+其他旅馆）住宿人数总和，
无法成立

因此为B
