很简单，只要说明如果把传统的landscaping放着而不转换成new water-conserving landscape将更加不划算，因为传统的需要更多肥料和除草剂的花销。

D选项说的是put in new water-conserving landscape比 put in conventional landscaping要便宜。这一点是无关比较，文中主要的矛盾点在于，转换new water-conserving landscape与维持conventional landscaping的成本比较
