See the pattern of the above correct sentences?
bla bla bla bla, appositive noun modifier, bla bla bla
So, two layers: outer layer is the main idea of the sentence. inner layer (bla bla, appositive noun modifier, ) inserts right before the main verb.
As far as we understand the meaning of the sentence (in two layers), this problem is a cakewalk. Here is how:
Read the original sentence: "Regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, the fight over the speed limit continues in our legislatures and on our freeways. " Ask yourself, what's the main idea? Answer in simple complete sentence: subject + verb. Main idea: the fight (over the speed limit) continues.
Then, ask yourself, what does the long modifier "regarded ..." modify? Clearly, it modifies the "speed limit".
So, the most efficient way to write this sentence is: in the main idea that we just write, insert the modifier at the appropriate place the fight (over the speed limit, modifier of "speed limit",) continues.
That's it!
