我的理解是,就是因為impossible to pinpoint the cause of the failure

所以保險成本也不該上漲,當然與原題不合,所以不選

the impossibility of pinpointing the cause of failure shows that the risk has not been changed,therefor,the premium of satellite is stable and so is the cost.

B-- the failure or reaching orbit were not mentioned in the passage.., therefore, "the impossibility of pinpointing the cause of failure "
