政府不愿意降低税是为了让nuts 在国内城市加工，提供就业机会降低失业率，E说不挣钱的务农使农民都涌入城市，也就是没有职业的农民工，与降低失业率的原衷相悖。题目中有说如果降低税，出口多，农民收入多。

文章的conclusion是什么呀？ 是”降税导致失业率上升”么？
那E选项，没有职业的农民工，怎么削弱这conclusion..... 是说，没职业农民工，所以也就没失业率这一说么？

结论就是最后一句话：降低税的话不利于降低城市失业率。E大量农民不挣钱只有到城市找工作，他们是没工作的啊，城市的失业率因他们上升了
