我觉得B和D都有道理，我没有选B的理由是因为“any substance" 能导致 “environmental damge”中的any这个词程度太深了，有些物质可能对环境只有很轻微的影响，但是如果也列入被禁名单中，显得这个反而和“excessively restrictive”。 不知道这样太咬文嚼字的做逻辑题对不对？

OG解释说D选项不对，但是我实在不能理解官方的解释，如果这种物质都不能到达北海，那么你怎么能证明他对北海的环境会造成影响呢？也许会有间接影响，但是这就需要额外的证据来支持了啊。如果说D不对，那么岂不是可以理解成，任何物质，无论到达或者不到达北海，都可以列入被禁名单，那这样的物质太多了啊，化工厂排放出的所以物质岂不是都可以上名单？那这样这个名单不是反而“excessively restrictive"了？
