非NN, 说下自己的看法。我以前的疑惑和你一样，后来做了几个类似的题，貌似明白了一点。 夹心问题是 doing前后是同等的词性，才会造成夹心问题。A中，前面是n词，后面是are，那么view修饰的是只能是前面的policy makers。B中between and 不对等。C中宾语从句没有谓语。D中between and 不对等。E which明显错误。所以选A、

我摘抄的别人的～～～夹心饼干,就是一个分词出现在主谓之间,这种分词既可以作定语修饰主语又可以作状语修饰后面的谓语动词,典型的"斜视分词"(OG某题的解释,在靠后的部分,题号不记得了). 改进方案就是把夹心部分提到前面去明确作状语修饰谓语动词,(少数情况如果作定语的话改用定语从句或移到逗号前面), eg：A new study of the 2000 United States presidential election, citing faulty voting equipment, confusing ballots, voter error, and problems at polling places, has estimated 4 million to 6 million votes had not been counted of the 100 million votes cast.
