我觉得把这个suggest理解为建议就好理解了，但是这样的话，B中的is就应该是be了。。。

应该是对government’s assumption that a family’s income should depend primarily on wages取非

 They challenge the goverment's assumption that family's income should depend primarily on wages and urge...

In other words>>>These policy analysts disagree that family's income depend on (, or say from) wages, so they urge government provide wages supplements (another source).

文章表明美国政府认为income来源主要是wages是不对的（inappropriate），但是美国政府认为是appropriate的.(challenge)

policy analysts认为问题来源于低工资，并且收入不应该仅仅是wage, 而也应该包括政府的补贴，所以wage supplements 也是合理的家庭收入来源。

好早的贴了。。还是顶一下。。。。我会告诉你们我这篇全错吗  第一道题的题目就看得我很晕，一直不能确定问的到底是现行政策还是proposed 政策。。。真的考试的时候遇到这种题干都似是而非看不太懂得真是要跪了。。。。如果不能确定题干的话，排除法都根本行不通，A看到appropriate就排除了
