这个暗示也太强了吧。文中只提及，they （analysts）challenge the government’s assumption that and urge the government to provide generous wage supplements，就只是challenge和urge，哪里看出government就听了他们的，真的做了一个这样的policy呢？文中没有讲到有这样一个政策（United States government’s policy towards providing wage supplements）已经出台了呀。当然也没有说明是under revision.

好困惑啊。是我的理解有疏漏还是这道题不够严谨。考试的时候真碰到就赌一个B吧。

不太认同选B，问题问得是suggest，不能在原文中直接出现，而应该推理得来，OG11任何一道suggest题的解释都首先说这句话。

B答案就在原文中放着，不应该是答案，相反C答案在原文中没有，但作者有着很强烈的暗示表明，比如As a solution, they challenge。。。
