应该是A吧。。
B,C选项的Paraphrase一下的意思就是the number of days with light and moderate rainfall，题干中已经提到两者数量都小于1910年，所以相加也必定小于1910年。
D选项 moderate rainfall的范围是（1,2] ，因此要使1990年的数量是1910年的两倍，至少他们下雨的日子数量应相等。由于题干中提到，1990年下雨数量比1910年少，所以此选项不可能，排除。
E选项 是平均数的概念，因此用降雨量除以12个月。90年的总降雨量高于91年，所以平均数也大于91年。

heavy rainfall规定了降雨量的范围>2，固然1990Heavy rainfall降雨天数少，但是它每天降雨多，因此总降雨量大

heavy rain的total rainful肯定是1990多
但total rainfall=heavy rain days * rainfall per heavy rain day
由于rainfall per heavy rain day没有上限，题中也只是问了possible，因此more 或 less都是有可能的
