我所纠结的选项是A,C.对A按照否定的方法来看的话好像也是对的。为什么此题正确为C?

关于选项A：
注意，本题的结论是“those fears are groundless”，"those fears"又具体指什么呢？前文有提到“Fears that the planned construction of an oil pipeline across the lakes....” 也就是说，这里的结论，是居民们害怕the construction of an oil pipeline会造成污染，针对这个结论，提出的假设。这样一来，A就是无关选项。
我觉得，如果将题目改为："...Fears are being voiced that some new development might revive pollution...." 选项B就对了。。。
