Citizens of Leibniz are worried about by the increased frequency of serious crimes committed by local adolescents. In response, the city administration has instituted a series of measures designed to keep adolescents at home in the late evening. Even though the measures succeed in keeping adolescents at home, however, they are unlikely to affect the problem that concerns citizens, because most crimes committed by local adolescents take place between 2 p.m. and 5 p.m.
