Fiona, "weaken" is not equal to "deny" or "oppose",I think.
What you concerned about is why D cannot "deny" the argument , but not "weaken".
For example,
Argument: You are late for work again , you must want to quit.
Weaken: There was a traffic jam on your way to work.
(But it cannot deny the possibility that you may want to quit.)
D gives us a consideration that partial money accumulated in the special accounts are from
the transfer, but not from the new savings. So it weakens the argument.
