我觉得是选择C，被淘汰的产业的工资高于平均水平，所以这些产业被淘汰后平均水平也下降了，所以新产生的职业就会高于平均水平

D是在D任期内淘汰的产业是衰退产业，择这些衰退产业被淘汰了平均水平应该上升，所以不是weaken。
