题的意思是如果在选举之前出现政治丑闻且选民把它平等的归咎于没个政党,几乎是所有的候选人身上,那么就要进行重新选举。然而当选民把它归咎于一个政党身上,那么来自于这个政党的候选人就会很有可能被其他的候选人打败。希望重新选举的候选人的比例很高而且保持不变。
问的是:下面的那个原则能够很好的解释选民的上述两种反映。
我的理解是(不是很肯定,仅供参考)
选民所遵循的原则是:那个政党要对丑闻负责哪个政党就要受惩罚。
对于第一种反映:平摊到每个政党的头上,根据这个原则每个政党都要受罚,所以重新选举
对于第二种反映:摊到一个政党头上,那么这个政党就要受罚,他的候选人就容易被打败。

原则一定要提到政党及涵盖以上信息。

A说的是incumber的比较,排除

B 比较两种情况accurate,原文没有。

C 又没有提到政党,且信息和原文不符合。原文贪污的还是可能继续留任的。

D原文说的是政党的丑闻,这里说的是个人的。。

E可能的时候,有丑闻的政党要负责。。包含了以上两条信息。正确。
