啊，我基本明白了，我原来就是不明白industry既然没有在国防上出问题，干吗还非要上升到国防问题上，现在理解就是期望这样说能够引起国家的注意是把

petition是申诉的意思吧,好像不是竞争呀

对。这个问题我也看了两遍。

国防部还没有把进口配额联系到国防之前，那些机械工具产业已经提出这个申请了。 最能够解释这个现象的就是，其实机械工具产业一直不能获得政府进口保护，这次国防部的这个问题正好是个机会，所以机械工具产业急于提出来，希望通过这个机会能获得政府对他们产业的进口保护。

I think the answer might relies on why the machine-tool industry need to raise petition for import quotas.

Choices A and D are irrelevant to machine tool business;

If choice B is ture, machine tool industry would be impossible to raise a petition because the defense department is only marginally concerned with the effects of foreign competition on the machine-tool industry;

If choice E is true, machine-tool industry would not need to raise a petition because it compete successfully with foreign toolmakes.

Therefore, only choice C give us a clear answer why machine-tool industry need to raise a petition for import quotas.
