来顶一个~~ 我觉得这个题目是说：要修新路缓解交通拥堵，但是新路会使开车人数增加，效果有限，所以结论是由于效果有限，所以没有得到justify的钱来修路。 评价的话：就是通过回答下面哪个选项能支持或者驳斥原文中的结论。 C 说的是拥堵的花费和修路成本谁多得问题。 D说的是修新路的钱有其他方式可以取得
