powerscore一题又卡住了help

找了很久没看到有问这题的，还是来自powerscore,俺见一题错一题，很受伤，擦擦眼泪，再来问大牛，拜托请指教！！！
查了国外网站有问这道题的，也是错误一片，标准答案是D，可是怎么觉得D提到的paper, glass, and metal 也不能说不是塑料就是这些吧？
好吧，我知道肯定是我思路不对，有谁知道怎么理解D是正确答案？？？help!

这道题好阴险。。看了半天醒悟。

D的意思就是说，An increasing proportion of the paper, glass, and metal cans that waste management companies used to handle is now being recycled.
wastes other than plastics都被回收再利用了，那么那些wastes就不可能进入 landfills and incineration plants。所以plastics make up an ever-increasing percentage of the waste they handle，换句话说，就是说本来全部垃圾是由塑料，纸张，玻璃组成。现在纸张，玻璃都能回收利用了，自然塑料所占的比例就上升了。

他因削弱。不一定是人们丢得塑料多才造成塑料占的比例多。

他是说由塑料回收减少推行回收利用的计划失败，weaken说其他的材料回收增加了，也就是说所料回收减少是有其他的原因造成的，所以计划不一定失败了。

因为argue的是amount,所以能weaken的对应是数量方面的东西，否则没有可比性，故排除a,b,c. 再看E说法不对，所以只能选d
