楼主看清结论：

Therefore, something other than herbicide use must be responsible for the population decrease.

说的是：鸟数量的减少是由灭草剂以外的东西造成的。

但是，并没有说灭草剂是如何减少鸟的数量的，没有说是直接或间接。但是题干里已经否定了直接的可能性，因为鸟的尸体里只有一点点灭草剂的计量（应该不至死）。

而A说灭草剂导致weed减少，从而导致鸟数量的减少，可以总结为一句话：灭草剂间接导致鸟的减少。那不正是weaken结论了么？结论说是别的东西导致鸟减少的，而A直接说就是灭草剂，但不过是间接而已。

楼主自己慢慢体会吧，这道题确实很绕，关键要看清结论

第二题，之所以先将这句话提出以便后来解释某种政策的吸引力是因为，大多数公司都这样做（题目说这样做不好），但如果你不这样做，你就好。相对于别人你就有优势，但如果别人都这么做，这个政策对你就不会有特别的优势了，从而也不会有很大的吸引力。

第二句说的就是这个政策（采用了你就能比别人有优势的政策）
