句意：所谓的“nonstarters”（姑且译作“失败者”，其实就是loser）被看做是这样的人，（who 他们是一个）需要稳定的人，需要一个裁判在比赛中来给他们一个位置（的人），（需要）一只调节的手来制止狂热的投机（的人）；（nonstarters 他们需要）一个权威来让事情停住，（这个权威也可以）让事情从一个补偿性的“交错”的跑道重新开始。
