此题的正确答案为D.  我看了其它的帖,大家的分析是 D选项说有20%的人选择另一条路,这样使two bridges 的toll 减少,从而会影响effectiveness of the authority's plan to finance the proposed improvements。 可是我认为,毕竟还有80%的人还是选择原来的bridges,只要这个 tolls 提高的幅度增大是可以弥补这流失的20%的人所要交的费用。所以我觉得D并没有构成削弱啊

那你看看我这样想能不能说服你~~
文章问你的是以下哪个选项会对政府所提倡的这个plan的有效性产生削弱的影响?
文章没有说以下哪个选项会造成这个plan无法实施,或流产
文章问的是有效性会减弱。。。
也就是说,在不考虑以下情况真实出现的条件下,政府按照他们的构想推行了这个plan,比如说让过桥费每辆车增加3刀,然后市民接受了这个plan,愿意多掏3刀,一切安好,那么effectiveness就是100%,但是现在出现一个情况,
有一小撮不安分守已的公民对这个plan质疑了,他们不愿意为政府买单,转而走其他的路了,此时政府的plan的有效性就打折扣了,因为他筹不到那么多的钱了,而且剩下的人任然还是会只掏3刀去过桥,但是政府i如果说不行啊,有一小撮人不愿意走,不想掏钱,所以你么剩下的80%的人去买100%的单,那么也就说你说的提高tolls的幅度来弥补损失,那么我继续钻下去,那80%的人中肯定有人不干了,行,老子不买账了,老子也跟那一小撮人一起不走这路了,政府的effectiveness再次被削弱,那么政府再继续说提价,又有人不走,结果继续抽不到钱,有效性继续下降,直到最后没有人会undertake,都不走这条路了,plan的有效性就变为0了。
所以,D选项是weaken了政府提出plan时构想的100%有效性的initial thought。
希望lz不要钻牛角尖,而且其他选项也没有D选项更为明确和直接,跟政府plan的有效性联系这么紧密,
不知道我解释是否清楚吧,反正是我自己的理解,供lz参考哈~~~
