我个人认为A: 很少有人，那些人就是以前从来不接触RDS德人，在1994年后被RDS的广播所辐射到。就是，RDS的听众群在1994年后基本保持不变。

Radio stations with RDS 才能 广播一种special program information。
1994－1996，这种 Radio stations 增加了，可是 用来接受 RDS 的 radio（设备）却没增加。
得出结论special program information的接收也没又增加。
a大概意思是说，很少有1994年后新开的 RDS station是开在那些之前的RDS station 影响不到的地方。（就是说：新开的station都是在原来那些station能覆盖的范围内）
把a取非，如果大部分新开的station在原来station不能把special program information传送到的地方，那么即使设备没有增加，原来接收不到的special program information的地方的设备现在也能接收的到，那么接收的量也就增加了
