答案是E，让在下想不通的是A错哪了。哪位大侠指点一下。。。

而且  E中出口的主语是supply   感觉逻辑不通啊…………

我语法比较弱，试着解释一下，大家指正。

A：when...there were...不合逻辑，翻译成中文就是当运河和铁路到达这个地区，那里有大量的煤炭供应。。there were更倾向于这个地区固有的属性啥的，而题目是想强调当。。时，这个地区才有了大量的供应出口出去。
  况且，A中that was 是修饰coal的，there were那句的核心就只是there were substantial supplies of coal。好像句子没说完一样，就好比给你两句中文：
1.当路通道那儿时，那个地方有大量（可以出口到别的地方）的煤炭。A
2.当路通道那儿时，大量供给的煤炭可以被出口到别的地方。E

也可以理解为A出现了指代不明的情况。that是指代supplies或者是coal不明确。语法上指代supplies，逻辑上指代coal
