讲的是“诽谤”（差不多是这个意思），先给诽谤下了个定义，然后转折，however，那些被诽谤了的人不能通过法律诉讼来维权，因为这样只会让情况更坏（我理解意思是这样会让更多的人知道rumor）问的大概是assumption吧我选的是，people不会把100%的注意力集中在反对那些制造诽谤的人身上

有一个地方有关于libel（诽谤罪）的一个什么law，然后说这个law会使得被诽谤的人更加受到伤害。
