94. The effectiveness of a country's leaders is best measured by examining the well-being of that country's citizens.

Recently, a dispute among politicians has aroused a critical issue determining the factors pertaining to the effectiveness of a country’s leaders. Nevertheless, the result finally comes out as predicted, which indicates that the marrow lying in this issue is to guarantee the well-being of the country’s citizens. While it should certainly contain other important factors, I opine that one viable avenue to unravel this issue is heading to the right direction—again, the well-being of the country’s citizens.
There’s no denying that it’s a country’s leader’s duty to ensure the well-being of that country’s citizens, without which the country could fall apart due a lack of sense of solidarity. A leader might not be upheld by the multitude unless he takes efforts to pay a close heed to them, granting them a feeling of a sort of devotion to serve the community better. Taking the English colonization into account, we could grasp the ruthlessness of treating colonies resulting in the wide-spread revolts of them, which in the end toppled the English government. From this point, one may contend that it’s also likely for a leader to direct his country to head forward regardless of the populaces’ reaction to his behavior of ignoring them. A case in point should be a developing country such as China. A host of experts have announced a theory of the threatens caused by China due to its rapid growth in economy, boosting its status in the international situation. But what these experts fail to perceive is that there comes more and more potential hazards in China though its economy stays stable in front of a great many problems it has to confront itself with every single day. The people—whose average level of education is much higher than even a decade before—become more and more disgruntled to the policy performing in China, giving rise to more and more protests deteriorate their morale with superficially palmy development of China. Continuing in this fashion, there’s possibility of cessation of the speed of development of China. Thus the importance of the well-being of the multitude might be proved in an apparent manner.
Nevertheless, it’s partial for one to observe merely the well-being of the multitude, since there could be serious and special situations for the whole country to change its policy for a short span of time. For example, during the World War I and II, one could behold no well-being in the multitude other than the only aspect of avoiding death, which could be suitable to assess the ability of a leader to conduct a war. In this case, the attentions of the well-being of the multitude ought to be redirected to a more practical and essential aim, respecting to different kinds of situations. Had a leader been pusillanimous to face the feral enemies, the country would have been nothing but remnants, let alone the well-being of the multitude.
In retrospect, there should be a definition of the well-being of the multitude, concerning specific situations. A leader would never be termed effective or even sensible were he determined either to construct meretricious buildings before impending wars, or to be aggressive to others during the period of peace dominating the world.
