B中的a ratio that compares to 42 times看起来是同位语从句补充解释419times的情况,ratio 不是做compares 的主语,而是同位语从句修饰词.

the subject of "Compared to" could be "an average of 419 times". Is there a grammatical rule that requires the subject of "compared to" be the closest noun? in this case "workers"?

B doesn't feel right to me, it seems so wierd.

The rules are made to be broken! 做题多了你会发现XDF的方法只能帮助你接近700, 是否能达到700, 单靠它是不够的.

这里不能选compared主要因为没有compare的比较对象. 倒是什么在比较, 前面没有一个与ratio等价的名词, 需要补出同位语来澄清意思.

.., a ratio that compares to 42 times in 1980. That is the relative clause who modifies the ration. so whats the struction of a ration (the only noun in the end of the sentence).
