1.compare to是比喻，比作的意思，在这句里面好像解释不通？

我觉得这里最后一个部分是主句宾从的同位语部分。这里的that是指代先行词ratio。

如果非要改写（表达重点却变了！），我认为可以这样：

A recent review of pay scales indicates that(为避重复可省掉) a ratio that, on average,  CEO’s now earn 419 times the pay of blue-collar workers compares to 42 times in 1980.

现在再看这题倒感觉B顺眼多了（是不是偶看得多了，面熟。。），觉得B明确的点出了和谁compare,相比之下A和C就不太明确的说。。。

同意Jerry的说法，偶也觉得B中后面的that是指代先行词ratio.

可偶对你说的“that CEO’s now earn an average of 419 times more pay than blue-collar workers, compared to a ratio of 42 times (A中把CEO和RATIO相比，不具有可比性。)”不是很确定，因为偶不很肯定compared to连接的两个东东是不是一定要有可比性？？

compared with连接的两个东东好像可以不具备可比性，查longman知道compared with的句子有：a 20% reduction in burglary compared with last year

不知compared to有没有这样的句子，请大家多多讨论，帮忙确认，感谢感谢！！
