2.选C.  这道题主要矛盾就是一个program降低老人fall的概率，通常老人fall cost 11000刀，而这个项目cost 12500刀，所以题目说它can't be justified. 选一个weaken的，weaken的肯定就是说集中在fall造成的结果不仅仅在于钱花费的多少（by-product)上面，而在于它带来的其它痛苦等等
其它选项基本都是一些无关的信息，重点在于读懂。
5.选D. 这道题目的情况是tiger shark(mainly feed on small shark) attack tourist, 所以官方要消灭接近海滩的tiger shark来拉动经济。
存在这样的逻辑，捕食链：tiger shark ---->small shark----> common fish of fishing industry， 如果你杀了tiger shark, small shark就多了，它一多，fishing industry（No.1 in local annual revenue) 就要崩溃了，所以不能靠杀tiger fish 来拉动经济。
