D中20%不走，那么还有80%的钱可以筹的到，但是确实也是减少了部分能筹到的钱

两个都是减少能筹到的钱，为什么选D不选B呢？？？

虽然是11的老帖子。。但是还是发表一下拙见吧。B说的是政府会花收费设备的钱，不选它的原因有二，第一，原文中根本没提到设备的问题，第二，都说GMAT的宗旨是直接，不会饶很多弯，答案应该最直接体现政府收入的问题，而不是投入的问题。
