不同意你的解释。但个人认为是题目出的不够严谨。

C选项直译过来是：B地平均每个电视组装工人组装一台电视机的时间在过去三年内并未显著减少，即工作效率并未显著提升。

组装量与三个因素有关：工人数量x工作效率x工时=组装量。

在第一个因素减少，第二个因素不变的情况下，只要第三个因素增加即可保证组装量不减低，即工人每天的工时变长即可。

假设以下情况：
原来B地有电视组装工人100人，每人组装一台电视机需要1小时，一年一共组装20000台，从V地进口40000台
现在B地有电视组装工人50人，每人组装一台电视机需要1小时，一年仍旧组装20000台，从V地进口40000台

符合：
1）B地工人时薪较高
2）B地电视年销量不变
3）B地电视组装工人数量下降

不能推出“B地从V地进口电视增加”这一结论。

因此至少C的说法换为“B地平均每个电视组装工人每年的电视组装量不变”才能保证选项正确。

我晕，，原来是我搞错了。。。我还以为是B组装的TV销量下降了。。。原来少看了一个单词。。。。受教了

大概也算一个隐藏着assumption吧，默认工作时间是不变的，所以组装量=组装员工人数x工作效率 了。c排除了工作效率变好的可能性，因此是更好的必不可少的assumption支持了结论。
