the conclusion: so damage to Palitito's buildings from the buses' exhaust will diminish significantly.
put it simply: coz of parking zone ==> exhaust decreases ==> less damage to buildings.

D) More tourists come to Palitito by tour bus than by any other single means of transportation.
this answer choice is completely irrelevant to the conclusion. it merely states a possible fact.

to support the conclusion, you need to find something, a new premise, that provides new evidence to support the conclusion - "coz of parking zone ==> exhaust decreases ==> less damage to buildings".

C) 1/4 of time travel, so 3/4 of time idling instead of PARKING.. idling is as polluting as driving. therfore, if new parking zone is available, buses will park. no exhaust during that 3/4 time.
