As you have said, first BF expresses a fact that the plant swithes from old tech to new tech. So the first one is just a fact. So my question is why A is not correct.

it 指代的条件BF1，说这个条件可否可以总结出balabala 的观点，后面说 The answer, clearly, is yes.紧接着补出了另外一个条件来加强 ，即BF2：since 巴拉巴拉，所以BF 1+ BF2 共同推出conclusion。
我应该是讲明白了呵呵~

I got your point，so the sentence “The first identifies the content of the conclusion of the argument” actually means the first is the conslusion，where the first is absolutely a fact。
Am I right this time？
