第一个说retails sales tax less than property taxes. 然后后来nevertheless,后面就是其实不是这样，说了为什么。 最后是基于以上原因，in consequence, retail sales will surge! 用来说明第一个BF部队。

不对，我又有新的疑惑了，我同意作者是反对批评家的言论的，即retail sales要增加，但是为什么不是预测，未来发生的事情耶~

你应该是没搞清楚endorsement 的意思把：背书, 签注(文件), 认可
