Aroca City currently funds its public schools through taxes on property. In place of this system, the city plans to introduce a sales tax of three percent on all retail sales in the city. 在第一句boldface后面,作者不是说了一句the critics are correct on this point。那么就表示作者也同意的嘛,为什么D还说是refute呢?然后照A说,第二个粗体的是对第一个粗体的反对,这个同D一致,么?

A和D我觉得主要是对于第二个BF的解释不一样我觉得。第二个不是一个prediction.

1st BF: three percent of current retail sales falls short of the amount raised for schools by property taxes
2nd BF: In consequence, retail sales in Aroca City are bound to increase substantially.

第一个说retails sales tax less than property taxes. 然后后来nevertheless,后面就是其实不是这样,说了为什么。 最后是基于以上原因,in consequence, retail sales will surge! 用来说明第一个BF部队。

A不对我认为第二个BF不是prediction.

不对,我又有新的疑惑了,我同意作者是反对批评家的言论的,即retail sales要增加,但是为什么不是预测,未来发生的事情耶~

你应该是没搞清楚endorsement 的意思把:背书, 签注(文件), 认可
所以,C说第二段黑体字是用来支持Criticism是不对的~
