我试着说说看啊。 首先,答案错了。我觉得选C。我查了一下网上,国内国外的,也是选C多。我说说我的逻辑,LZ看看先。。。。(我觉得E也对,但是C is better)

Conclusion:投票人认为新的请愿书是将local的立法发扬的全国,问你那个情况会让投票人对于新的请愿书产生误解(就是不是将local的立法发扬的全国)

A: irrelevant
B: Strengthen/irrelevant
C: local的立法严格,投票人的理解是新的请愿书是让这些严格的立法在全国得以实施。可是C说,新的请愿书比local的less stronger。显然是违背了投票人的理解。符合题意。
D:两个问题。没说state petition和local ordinance的关系。题目的关键是who understand the proposal as extending the local ordinances statewide。D选项没有说明。
E:我觉得也行但是力度不如C。

确实挺难得。。估计分析的不清楚。。见笑啦。

但是我对于你对C的理解不是很理解,你说请愿书的力度没有local的厉害,可是我觉得C讲的是state law没有local的力度强,但是现在state law要代替 local ordinances了。那么然后呢,还是不理解哈~

Hey there, IMO, E is the correct answer. The voters' understanding is that the proposal will extend the local ordinances statewide. In fact, the voters consider that the state law would supersede all the local ordinances, however, the voters show no opinion on the effect (strong or weak) of the state law (So C is irrelevant). Therefore, the only answer matters to the understanding of the voters' understanding is E, because it tells us that not all the local ordinances would be replaced by the state law, thereby conflicting with the understanding of the voters.

people's understanding is to EXTEND local ordinance to state. however, if the petition published is not as strict as local ordinance. how can this stricter local ordinance be extended to state-wide?

people understands that their stricter ordinance will be extended to state.

hope it helps....

this question is in debate. some say C, while some say E. but i go for C though.

Can we suppose that the voters want to extend the local ordinances statewide because the state law is easier to be exercised than the different local ordinances, just because the different local ordinances set different standards on smoking restriction, however, the state law will put uniform standards on each city and town. In this case, it has nothing to do with the "stronger bans", to some extent, even it is relevant, even the local ordinances contain stronger bans than the state law does, this is still unable to prove that the local ordinances are more effective than the state laws, at least, it is unable to prove that the state law is ineffective. When both the state law and the local ordinances are effective enough to restrict the smoking, then that which one contains stronger bans does not matter much.
